Changsha High-Tech Industrial Development Zone is the first batch of the national high-tech industrial development zones. Credited as "three-zone superimposition", that is, Changsha-Zhuzhou-Xiangtan Two-Type Social Supporting Reform Pilot Zone, Changsha-Zhuzhou-Xiangtan National Independent Innovation Demonstration Zone and National Industrial Core Zone of Xiangjiang New Area, Changsha High-Tech Industrial Development Zone is at the forefront nationwide in terms of its comprehensive strength, competitiveness of the industrial zone and innovation management.
To promote the construction of the resource-saving and environment-friendly society, as early as June 2016, the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development jointly issued Compulsory System for Waste Classification (Draft for Public Comments), proposing to regard the mandatory household waste classification as a significant initiative for green development and urban management innovation. In March 2017, the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development issued Implementation Plan for the Household Waste Classification System, requiring the mandatory classification of the household waste in the domestic 46 pilot cities, accelerating the construction of the system of waste classified placement, collection, transportation and disposal, enhancing the coordination of waste classified collection, transportation, waste utilization as resources and terminal disposal, and creating a unified, capably adaptable, collaborative and efficient operating system.
Changsha High-Tech Industrial Development Zone actively responded to the national policies, paid close attention to the further implementation of waste classification and proactively explored an innovative integrated management mechanism of waste classification.
This project will include the construction and operation of the urban-rural household waste collection and transfer system, the system of the whole process of waste classified "placement, collection and transportation" in pilot areas, and the smart sanitation system in the High-Tech Industrial Development Zone.
